The true identity of The Shadow is unknown to everyone with the exception of herself. She wants to enact revenge against those who have wronged her. she wants them to feel how she felt when she lost her normal life. She wants to accomplish this by creating a better working teleporter and releasing all of the greatest villains of all time onto the world. The teleporter would have better control over the traits and personality of the new subjects.

See, I was hoping you would learn over the last few days that we aren't bad people. My people just want different things than your people.
