Spedir is of a similar race to that of what Levir belongs to. He was tasked to assist Levir in his first attempt at causing destruction to the earth, calling himself the fastest in the galaxy. Both Spedir and Levir are capable of running at high speeds, making them invisible to the naked eye.

I do have a suggestion for his voice, but I'm not sure how to put it. Think of Spedir as someone whose ego has made him out to be his own celebrity, constantly making introductions to who he was most of the time.
