Mitsuki Shiho, the Ultimate Sailor, is more relaxed than the rest of the class due to her friendly personality. She isn't the smartest, but her cheerfulness allows her to bring others together. Despite not being very educated with mathematics and other school subjects, her knowledge of the sea impresses even her higher-ups. We personally imagine her to have a higher and more child-like voice.
