Ohta is the Guardian of Haru (Mister). He adopted him when he found Haru as a baby under the bridge. He took him in and raised him. 

This is for a flashback of Ohta. His character will be portrayed in season 2 and film length Manga Dub, Sachiiro no One Room: The Story of Haru.
