Tommy was Oliver's best friend. He died on the boat that Oliver and he sailed out to sea with when it was overrun by pirates. Now Tommy exists as a ghost inside Oliver's mind he can't leave behind. But exists more as his conscience. This role will appear throughout the series and is significant, but his involvement will vary episode to episode.
