Louis Badalament for Tao-Huo Xinya
The father figure of the game's main antagonist, Xu Lingxin/Masuru Kobe. After years of being in the criminal street gang Laohu that he helped form, he eventually allied up with Ryoma Kiragawa to destroy the foundation he helped build and end Lingxin & Co, for good. He gets in contact with Makoto through a fake name, asking him to come to the park to talk to him.
Tao-Huo in his later years is a calm and composed person while also being a little afraid of his past getting dug up, even if he is very willing to talk about it to people that he deems trustworthy. Tao was diagnosed with lung cancer one year before the game's events and refused his treatment, wanting to take his secrets to the grave before anyone found out about them and hurt the ones that are left from the Laohu days.

Your father, he did bad things. Not because he chose to, far from it. He did them because a choice is what he lacked.
[In a calm, composed with a hint of sorrow in there. Like he's fully come to the terms that "i'm going to die soon."]
Makoto, there is something you have to understand. [small pause] I got diagonised with lung cancer a year ago. I'll end up taking my sins to the grave, but Lingxin is the only one that'll be left behind. [he leans in, short pause] Get the guy, will you? I'll do whatever i can, but from the looks of things... I don't have long left.
