The Tinkerer is the leader of the technologically advanced criminal organization calling themselves the Underground. The Tinkerer is leading the Underground in a war against Kingpin and everything he stands for. The Tinkerer's voice is masked with a voice changer making his voice seem much more deeper and demonic almost, similar to how The Tinkerer's voice sounded in Marvel's Spider-Man Miles Morales.
