Harvey Bullock is the Lieutenant to Commissioner James Gordon. A cynical character with a rough around the edges persona. Competent and capable but somewhat apathetic and tired. He's typically got a raspy New York-ish accent but for this just keep it calm. Do whatever feels right but I'd appreciate nothing overly augmented. In my mind he doesn't inflect a lot, after being in Gotham for so long, situations do not phase him. He speaks with only a moderate amount of punch behind his words. It's not lackadaisy but it's not overly enthusiastic. There's a middle ground in there somewhere. I think? For reference, Harvey Bullock in the Gotham TV show. He's a bit more beautified than the comics but if it's needed, look at that.
BUT, those are just my takes on the character. I want to hear your interpretation regardless if it's different than mine.
