He's old as fuck, he has been around for decades, and even though he doesn't age, we could bet he's (minimum) 100 y/o. He's a really corrupted politician who has important contacts with the government. 
No one knows what he exactly is. 
He can brainwash and hypnotize people pretty easily, he usually does this when he lies so, people would believe anything he says. He's the news guy, but he only gives misinformation to the people in his city, making them believe it's true and say things that make him look better. (This made him be incredibly respected by almost everyone, even though everything is just lies and corrupted shit well, no one realizes.) -He made robots illegal in his city because they were the only ones who could go through his hypnosis, but lied saying they were "dangerous." 
He created Void, Hades, Faust, Nikita, and Ahe with the specific idea that he would kill those who tried to reveal his fraud or take him down. (Or other missions they need to do)

He's incredibly manipulative and lies a lot. He seems thin and slim, but he actually has a lot of physical strength that increases when he convokes his other two arms.

A little more about Static
Static doesn't have a goal, he went into this world just looking for the feeling of being powerful and in control, thanks to that the planet earth it's pretty much an underdeveloped planet compared to other one's and the human species (that now, barely exists) is one of the weakest and inferior one's around the whole galaxy. Static is one of the most powerful species out there, definitely not the most powerful from them all but, he's probably in the top 5 or something. - He has a lot of abilities, like changing his form, his special "trick" of hypnosis, a really quick and effective regeneration, an incredible smart mind, and is pretty much immortal. 
His species can't feel any emotions, we could say they're more like parasites, just exist to make chaos. 
Static doesn't want to dominate the world or some cliche bs, he just likes to feel how superior he is to this species, once he's bored completely bored, he wouldn't hesitate in leaving but man, bet that won't happen in a long time.
