The emperor. A power hungry tyrant who rules his land (a Roman Empire analogue) with an iron fist. It isn't difficult to imagine why he is so beloved by his people when any signs of dissent are routinely punished. Through a lifetime of cunning and cruelty, he built himself into the most powerful ruler in the empire's history. Though advanced in years, he will do anything to expand that power beyond its already considerable scope.
