Colonel Silver is the first leader from the Red Ribbon Army that Goku encounters. He is not a very large role as far as the villains go but he does serve as the introduction to the Red Ribbon Army and their goal.
As with everyone else in the RR Army, he is purely evil and doesn't care about anything or anyone other than his job.
