Seedra is an ally of the Raikon Fleet who is personally supported by Budon. He has the ability to ingest special seeds that allow him to access special abilities, such as superior versions of the powers and weapons of the Rangers themselves, making him near-invincible.

Seedra is cocky. His ego in regards to being able to counter everything the Rangers have is fairly high, and thinks far too highly of himself. How you go go about the voice is up to you. Just keep the personality I've given you to work with in mind.
