Tengai is Kendo Rappa’s protector. So for the abridged series, Tengai is Rappa’s caretaker but secretly has a bit of resentment towards Kendo & his forced position of looking out for him, Since (In the abridged) he’s a big idiot whose entirely reliant on him to get through day-to-day life. So he talks like he's got a bit of ticked off energy inside him.
Remember the 1992 movie of Mice and Men? basically Tengai is like George in the Movie & Rappa is like Lennie.
Not looking for anything special when it comes to Tengai's vocial tone or how he sounds, just remember that this is a guy that talks like he's got a thorn in his side.
