“Rouge is a strong-minded young woman. A fearless, ambitious, independent, flirtatious, greedy, calculating narcissist who most people see as only caring for herself and gems. It is shown in Sonic Generations that Rouge can be referred to a temptress, due to her seductive ways. Her carefree and playful attitude can be fun to some characters, like the easygoing Sonic, or annoying for others, like the gruff Knuckles. She has a lot of pride and will fight dirty when facing a formidable opponent, such as Knuckles (when it comes to strength; hindering his sight in a dark tent). She can also show a bashful side, such as the time Knuckles saved her life from falling to her doom and became very embarrassed before concealing it with disgust, outrage, and ingratitude. She can also be a bit of a hypocrite, especially in regards to thefts. This is especially evident when, after witnessing the Master Emerald being stolen, she refers to the one stealing it as a thief despite the fact that she herself had stolen it from Knuckles earlier, something the echidna even noted by saying "Look who's calling who a thief", and in Grand Metropolis stage when she calls robots energy thieves.
Rouge is also at times a government spy who often works for her own gain. Rouge has a great obsession for jewels or even anything else that shines or glitters. She also has little to no qualms about lying and manipulating others, often using her charms and attractiveness to seduce and take advantage of others, just to get what she wants (such as kissing Tails in Sonic Battle). However, she has, on many occasions, shown she can be heroic, possess loyalty, care about others, or, at least, have some degree of morality. In the final events of Sonic Adventure 2, she helped save the planet from destruction.”

Rouge The Bat, being a jewel thief, was after the biggest jewel of them all, the Master Emerald. While getting into a confrontation with the Emeralds Guardian, Knuckles The Echidna, the notorious Doctor Ivo “Eggman” Robotnik tried to swoop in and steal it while both of them are distracted. Knowing the emerald can be resembled, knuckles leaps into the air, shattering the emerald into pieces, scattering across the planet. While Rouge and Knuckles are arguing about this act, Eggman gets away, leaving Rouge and Knuckles to both look for the pieces of the master emerald. Along the way, Rouge Follows Dr. Eggman onto a space colony, called “ARK.” on the ARK a black hedgehog called “Shadow” was informing the Dr. that There is a laser cannon on the ARK, that will emit immense power once all 7 Chaos Emeralds were inserted into it. Rouge, making her presence known, offers her help to Dr. Eggman and Shadow on finding the chaos emeralds for this cannon, which they accept. What they don’t know though, is that Rouge is a Spy for hire, sent to spy on Dr. Eggman for the president of the united states.
Vocally, I'd like Rouge to sound like Kathleen Delaney, or Rumi Ochiai's depiction of the character. I'm not looking for an impression or anything, this is just a guideline for how id want her to sound.
out of the following lines, I want you to read only Rouge's. the following lines are taken from a transcript of SA2, which I also got from the Sonic Wikia.
"[In the desert, Knuckles and Rouge are arguing by the Master Emerald.]
Rouge: Just... let it go! You just don't know when to give up, do you?Knuckles: What're you talkin' about, that Emerald's mine! You got that? The Master Emerald contains special powers that neutralize the energy of the Chaos Emeralds; that makes it very powerful -- What the?!
[Eggman flies down and uses a crane attached under his machine to grab the Master Emerald, and pull it up.]
Rouge: Wha -- thief!!Knuckles: Look who's calling who a thief.
Eggman: I came here following the signal from the Emerald. If I'm not mistaken, this is the Master Emerald, is it not?
Knuckles: It's you... Doctor Eggman...
Rouge: So that's Doctor Eggman.
Eggman: Well, I guess I can use it for something. I'll just take it with me. Farewell, Knucklehead.
Knuckles: Not if I can help it!
[Knuckles jumps up to the Master Emerald and punches it, shattering it into dozens of shards.]
Rouge: Aaaaaaaaaah!!
[Rouge pauses for a moment, in a daze, then starts strangling Knuckles.]
Rouge: What was that all about?! And look what you did to my Emerald!Knuckles: I did that to prevent it from being stolen, you idiot! If it's in pieces, I can restore it. And by the way, that's not YOUR Emerald.
Eggman: [Scratching his head] Hmm... doesn't matter. I'll look into it once I get back to the base. [floats off]
Rouge: I despise anyone who takes jewels from me. All the world's gems are mine to keep!
Knuckles: Yeah, well we'll see about that, bat girl!""[Eggman is hitting the terminal for the Cannon in frustration.]
Rouge: Why are you so upset? Well that was really impressive. You managed to create complete havoc on the whole planet! Does this now mean we control the planet and can do as we choose?Shadow: At this rate, the cannon will take too much time to charge up. If you want to unleash its full potential, you'll need all seven Chaos Emeralds.
Eggman: Where in the world have you been?!
Rouge: Something happened? *looks at Shadow*
Shadow: Our threats fell on deaf ears.
Rouge: [To Eggman] Look at you, throwing a tantrum like a little kid. How totally embarrassing.
Eggman: Don't forget your end of the bargain, Bat-girl! What about that last Chaos Emerald?! We had a deal, right?! So where is my Emerald?
[Rouge holds out a newspaper to Eggman.]
Rouge: Here you go. I found this!Eggman: Why didn't you show me this before?! What's this...? "Station Square saved from a life-threatening missile attack. The city has awarded its famed prize to the boy who saved Station Square... Miles 'Tails' Prower was given the Chaos Emerald as a testament of his heroic deed at a ceremony held at city Hall." *clears throat* This makes things a whole lot easier. Hurry, go back and find them fast! I want that Chaos Emerald!!
Rouge: [To Shadow] Did you get that?
Shadow: [To himself, but out loud] Soon enough... Maria...
[Rouge looks a little surprised, and also confused as Shadow walks to the exit. She begins talking into her radio.]
Rouge: This is Rouge reporting. Currently, I have not been able to confirm if Shadow is the Ultimate Life Form or not. I will continue my research on Project Shadow, and have a follow-up report very shortly. Just a reminder... don't forget about my, jewels.
[She turns off the radio, and looks at the camera.]"
""Fly In The Freedom" is playing, as Rouge walks up to the Emeralds.]
Rouge: Legend has it, whenever the seven Chaos Emeralds are collected, the power creates a miracle. I have six of them, they're mine! All mine!Shadow: I don't think so.
Rouge: Shadow?
Shadow: So that was your plan from the very beginning, huh? Or was it a direct order from the president? Now I know who you are! You're that government spy, Rouge the Bat, aren't you?
Rouge: So you did your homework, is that it? I would say that's an invasion of privacy.
Shadow: I could say the same thing about you.
Rouge: Hmm... looks like things aren't quite going the way I planned. But since my job is done, I thought it was time to take what's mine and get out of this place.
Shadow: You are one pathetic creature!
Rouge: Hmm, look who's talking? What about you?
["Fly In The Freedom" stops, and Rouge jumps down, holding a paper.]
Rouge: Here are the results from the research project called the "Ultimate Life Form".
[A picture of the Biolizard is on the paper.]
Rouge: But... if this picture is of the real Ultimate Life Form ["Throw It All Away" starts playing] named Shadow, then exactly who, or what, is standing in front of me?
[Eggman contacts Shadow on the radio.]
Eggman (radio): This is Doctor Eggman. I have found all seven Chaos Emeralds! Shadow, someone is trying to get to the Eclipse Cannon. There's not much time left before the cannon fires again! Can you get over there?!Shadow: [To Rouge] If you want to live, leave the Chaos Emeralds where they are; the fake Emerald is good enough for you!
Rouge: Do you actually believe that... you're the real Shadow?
Shadow: No doubt.
Rouge: Even your memories might not be real, you know?
Shadow: Even if my memories are not real, it's still me; Shadow. And I will fulfill my promise to Maria. That's the only thing that matters to me now."
