Quest giving / vendor NPC, encountered near Charles View Amphitheater. His quest unlocks his vendor ability. His seller's inventory is a unique mix, caps capacity is higher than Diamond City vendors, and he is willing to trade whatever goods the player doesn't need. He shares idle chatter and various greeting options, which help with gaming immersion.
