The guard is bored and spends most of his time people watching. He's a bit sleazy and not above asking for some bribes. He's important for the player in that he helps them find Kat.
He has around 13 lines.
The best voice would have a light Boston / east coast accent. A gruff voice would work as well.
(Impatient, he doesn't really want to answer questions but that's part of his job.)
