Uranus is a slightly deranged scientist that was fired from her previous job for unethical experimentation on test subjects (for example trying to separate the magnets from a magnemite's body with force just to see the result). Her personality and voice should sound like a mix of Sally from "Black Clover" and Dr. Oct from "Into the Spiderverse" (both are mad scientists). She joined the new evil team because they allow her to continue her experiments as long as she helps them accomplish their new goals.
(giggly) "oooh, I can't wait to have you in the test chamber to test an invisible maze my Mr. Mime made."
(compliant but complaining) "Do I really have to go to Full moon Island?...........oh alright, but I get to use some grunts in my next experiment, hehe"
(an unnerving calmness in her voice) "oh it's you people, our goals are almost accomplished, you won't be interfering any further."
