PLUTO is... well, Pluto. He decided he did not want to be a planet anymore, and instead opened his own transportation service. He seems intimidating at first, but actually has a really fun personality.

Not sure why, but I imagine him to have an All Might-esque voice. However, as with most of these characters, feel free to interpret the character with whatever voice you think fits!
