This is a discussion between four different people. It's a reenactment of Vault 11.
The inhabitants of Vault 11 were told that they must sacrifice one of their fellow vault dwellers each year, and that, should they refuse, all the dwellers will be killed. So every year, a vote is cast for one person to be killed to ensure the safety of everyone. In actuality, if the residents refused, no one would be killed.
It's sort of like the ferry scene in Dark Knight except this video game came out earlier.

So what are you saying? Who do we choose? ………..What about Bill?
Man 1:
Are you kidding? We can’t nominate Bill! …(angry laugh) …..(determined) We gotta think this through. (heavy breath) Let me think
Woman 2:
(urgency) We need to come up with one person. And we need to decide quick.
Man 2:
I say we nominate Zach. That motherfucker’s always up to no good. His shifty eyes. He looks like he’s always up to something
Man 1:
I don’t know. We sort of need Zach….(heavy breath)……………(sighs) I can’t believe it’s come to this. I mean…(clears throat) this used to be so much easier when we would just nominate the prisoners…… but now…it’s getting complicated.
Sally:
I don’t think we should nominate Zach. He hasn’t done anything wrong.
Man 2:
Well that’s the fucking point!!! None of us did anything wrong!! But we *have* to do this. We have to choose someone or we all die!! I can’t think of anyone else!!
Sally:
We can’t do Zach. And you know it. Without him, we wouldn’t survive. He’s done so much for us…..He….he helped my son. He’s helped all of you. How could you do this?
Man 1:
She’s right. We can’t do Zach. We gotta think of someone else.
(Bell rings)
Sally:
Ok…I uh….…I gotta go pick up my kid. I’ll be back. You guys need anything? I’m stopping by the diner to get some food
Man 1: No..I’m good. Thank you though.
Woman 2: See ya Sallie. Tell Timmy we’ll get him a present, okay.
Sally: (grateful) Ok, will do.
(sound of footsteps running)
(few seconds pass)Man 1: (coughs) Hey….I got a crazy idea.
Woman 2: Hmh….What’s that?
Man 1: Why don’t we nominate Sally?
(silence for about 2 seconds)
Man 2: I ..I think you’re on to something. I mean….it makes sense. She doesn't really do anything for us. She's a nice gal but....what does she do?
Woman 2: Her kid fucking annoys me
Man 1: I don’t know……I like her but……..….she's a sweet gal but.....we gotta do it.
Man 2: I agree
Woman 2 Yeah I’m in.
Man 1 Ok…we’ll vote for Sally. But uh…(makes a snort noise) if she comes back, we’ll tell her to vote for uh….
Woman 2: Tell her we’ll vote for Bill. That’s who she said earlier!
Man 2: (laughing) Yeah. That’ll work! I like the way you think. She doesn’t like Bill. That’ll work.
Man 1: Ok, it’s settled.
