Shockram is a creation of Dragun, made to be one of his secret weapons. Whatever came of the others is unknown. Shockram ends up being personally supported by Dragun to ensure that the earth will be dealt with as originally intended. He has the ability to absorb electricity from everything that uses it for power and such and direct it towards offensive and destructive use. However, anything that uses electricity has a limit, and can potentially overload himself if he's not careful.

Being a secret weapon, Shockram is not that intelligent. He mainly only knows loyalty to Dragun and see anything standing in his way as an obstacle and detriment to the Fleet's plans.
