A lieutenant in the gang, "Lucky 13". He is the brains of the group, being both the voice of reason and the one who belittles his gang when acting unaccordingly. Matsuoka prefers to let other members do the fighting but is not afraid to jump in when needed.
Tips:
He sounds very full of himself and very pompous. He rarely rolls his (R)s, doing so only when yelling, even though it is a Yankii custom to do so frequently.

"How do you think they'll react to a bunch of formerly expelled students trying to take over their school?"
"They will retaliate, we might end up fighting students in our school to take back what was lost."
