This younger Lannik is a member of the royal guard. However, instead of protecting the prince, he has allied himself with the Red Iaro terrorists to bring about the downfall of his ruler. He seems rather impatient will all the "old men" around him.
As Even Piell, another Lannik, speaks with a russian accent in Star Wars: The Clone Wars, feel free to include or drop such an accent as you see fit.
