Hoppip is a Grass and Flying type Pokémon. This Pokémon blows away in the wind due to it being as light as a feather. To warn other Hoppip of strong winds, it will link its leaves with other Hoppip. A very high pitched playful voice would fit this Pokémon.
Skiploom is the evolution of Hoppip. It spreads the petals on top of its head to absorb the sunlight. To get closer to the sunlight, it will float up into the air to get closer to the sun. If it rains, it will close its flower to avoid it from getting too wet. It still has a very high pitched voice, but different sounding than Hoppip. One good example would be as if it matured.
Jumpluff is the evolved form of Hoppip and Skiploom. Once it travels around the world by the wind, it scatters floating cotton spores. It will descend to ground if encountering cold air. It would have a lower voice as soon as it gets to Jumpluff.
Hoppip: My, what a blustery day today! I could blow away in this wind. You might wanna hold on tight to me, so I don't blow away.
Skiploom: I need more sunlight! There's too much shade in this spot.
A full day of sunlight makes me so very happy!
Jumpluff: I found a trail of footprints! That could be from the PokéBlock stealers!
Just a simple hop, skip and jump will get you past that big puddle! Even if you get a little wet, that won't stop you either!
