The movie is a bunch of things, comedy is one of them. In the original series, Dave's last name wasn't known, therefore he was called "Dave Whateverhislastnamewas". For a small joke in the film, this is now his canon name.

Dave is an important character as he helps the main character through his journey. Dave is a reject to a lab experimentation and has a crystal which holds the ability to do what he refers to as a "Mega-Punch". Only whoever holds the crystal can manage that attack, and the crystal is under Dave's possession.
