Tōzen Nishioka is the Ultimate Persuasive Force. Not much is known about Tōzen's past other than the fact that he was extremely talented at promoting and selling his goods as a salesperson in his hometown. Hope's Future stumbled upon him and figured they could use someone with persuasive power, so they titled him the Ultimate Persuasive Force and welcomed him to school. At the start of Danganronpa: FF, Tōzen has no memories of his school life at Hope's Future. 

Tōzen is very childish, high spirited, and, to be honest, strange. He's very into LARPing and roleplaying, and he spends his time promoting his fandoms and interests to other people. Tōzen acts like he doesn't need any help, like he can do everything himself, and puts on an aggressive front, but in reality he relies heavily on help from his friends. Tōzen is naive and still believes in childhood myths like Santa Claus and the Tooth Fairy, and to his friends' chagrin, he won't accept them as fake. He has an older brother who "taught him everything he knows" as he so frequently claims.

Tōzen should have a higher pitched voice that is able to express wide ranges of emotion and expression. Although Tōzen is a boy, because of his vocal pitch, he could be voiced by either a boy or girl. His voice should be on the sharper side, but becomes softer when he's around people he trusts. His voice is a core part of his personality, so his voice actor should take that into consideration when auditioning.
