This is a minor character used in an introductory quest and as such he has a minimal number of lines. The actor cast for this role will not be expected to make the long term commitment of the other characters, as all of their lines will be contained within the prologue to Duathfel.
A physically imposing, ruthless, and surprisingly articulate Nord criminal. Talks a good game, but breaks easily enough with the right incentives.
As a Nord, the Skooma Dealer should ideally have a Nordic accent, but this is not absolutely required.
A well-funded customer is better than a poor one, but a living and happy customer is better than a dead or angry one by a much greater margin. You're not worth the risk, my friend.
