Angel de Leon Garcia Santos (a.k.a The Dark Pigeon) is the leader of the “Los Palomos” Drug Cartel. They operate in all of Central America, the Spanish Caribbean, San Andreas (US) and some of parts of South America. Angel is half Puerto Rican and Cuban. He speaks English and Spanish, but speaks English with a slight Hispanic accent. 

Someone who is familiar with Puerto Rican or Cuban Spanish is ideal. But even if you’re not familiar and can speak Spanish, give it a shot! Feel free to ask questions.
