He's a detective with the IEA, he is one of the leading narrators of the story. He asks James Connor the main questions that drive the story. He's got quite a deep voice and has almost a rough tonality to it.
Weirdly enough I imagine his voice kind of like Liam Neeson's Bad Cop in The Lego Movie. Not with the Irish accent, but using that as a base for the coarseness in his voice.
