Volgan is depicted in artwork as a beautiful human or half-elven woman. She was, according to what few pages of Julius’ diary made it through history, a cunning and sharp-tongued woman, with incredible wit. She was able to get that which she needed with relative ease, and Julius admits to having fallen for her charms more than once, to his detriment.
As much as I loathe to agree with Martell, he’s right. The people here don’t know what they’re messing with. If you saw a child playing with a knife, you’d take it away, right?
