Dragon Emperor, due to his ridiculous power scaling, is essentially constantly jovial. Even when he's angry, while his voice gets raspier and fiercer, it never loses a jolly, happy go lucky edge. It's often times amplified and comes across as cutesy during his more child moments. Everything from trying to find a fiance for his son to going "What's this button do?" But be warned, he truly has no equal in terms of power.
