His duties included collecting taxes that Espova to pay to the church, a lot of which he pocketed for himself blaming the kingdom for the shortcoming of taxes. It is because of corrupt people like Norton that people are beginning to distrust Neras. Hes one of the first people to find out that Cyrus is the descendant of Omega and uses that knowledge to gain favour with Pope Cicero.
