Dr. Whooves aka Hooves is an earth pony with an hourglass cutie mark. His name has been applied as a reference to the hit BBC series, Dr Who.

Usually seen as another background character in the show. But in this comic, he's portrayed as the love interest for Derpy. He gets shocked into unconsciousness after Derpy loudly confesses to Carrot Top about her affections towards him in public. He snaps out of his frozen shock once Derpy gives him a kiss. He responds by kissing her right back and admits his love for her too.

Not too much to say about his personality here since he only has one line in the story. His voice should be at a medium to a medium low pitch. You can go for a British accent for the doctor, but it's totally fine if you prefer to use your natural speaking voice without an accent.

For a character reference, nothing wrong going for Dr. Who himself. As for voice reference, I'd say Haida from the Aggretsuko anime.
