Ben Armstrong appears only in holotape recordings. Ben has 4 lines

Hey guys. I've got something to tell you, and it's not going to be easy. I know we're supposed to go to the bunker but, erm, here's the thing:
I'm not coming. I got a place in Vault 4. I met a guy who offered to swap places with me. Don't know why he didn't want to go.
