Herbert “Mad Bomber” Foreman: A Jewish hood, who threatens the co-existence of Pezzuti and Jacobs. He comes from a broken home and bounced from foster home to foster home. He is a cold blooded killer and is very sloppy in his work. Herbert doesn’t mind leaving a trail of bodies, as his gang: The Plug Uglies, has been carving a path of terror in Kansas City and Lawrence. His gang grows in number, as his policy of only asking 5% off of rackets and he doesn’t withhold promotions due to a person’s race, makes him popular amongst the disenfranchised in the Kansas area.
