His personal views are that there is no such thing as "good" and "evil", only that power matters above all and that friendship and love are meaningless. He despises both Dragons and Rat Creatures but works for the Hooded One in exchange for land and spoils of war. His name is mispronounced as 'Rock Jaw' by the Bone cousins

I am Roque Ja, master of the Eastern Border. Everything you see in these mountains belongs to me. Anything that moves in my domain, does so only with my leave ... (with a slight hint of disgust) and that includes Rat Creatures!
(formal, but with a hint of sarcasm) Ah, Kingdok, how good of you to come. You're looking better than the last time I saw you. (pause) What was that? I couldn't quite make that out. What's the matter? Cat got your tongue?
(matter of factly) R-R-Roque Ja. R-R-Roque. You're not rolling the "r".
I am loving the delivery in your lines here, man. The way you conveyed his confidence and arrogance was very good. I think the only nitpick I have is that maybe it could be just a smidgen deeper.
