Tom Hagg is a simple merchant who knows Shin from all the times he traveled to Merlin's Cabin to deliver goods and even helped Shin by letting him buy things from him when he visited. it is unknown how he knows Merlin exactly but it's clear they are good friends and he cares about Shin's well-being as much as anyone else.
