The leader of a group of Pre-War Ghouls that have taken over a military base. General Jacobus and his men have stayed in the military base for the past 200 years trying to make sure no one steals the weapons and gear stored there. He believes that America is dead, and groups like the Brotherhood and Legion are foreign forces attempting to steal their gear. Jacobus still has a sense of logic, but is immensely stubborn. He is a patriot to the very end, as are most of the ghouls who follow him, even if most of them have become insane or feral, they listen to Jacobus.
