Reginald is a vendor, making a living selling weapons from his little shop in the post-apocalyptic wasteland. Despite the utter bleakness of his surroundings, he's keeping a stiff upper lip and soldiering on. He is eager to please, with an extremely obsequious and subservient attitude.
I picture him as a middle-aged man with a very posh RP British accent and a foppish attitude, like the kind of person who would roll his Rs, wear a monocle and sip tea with his pinky finger extended.
<Obsequious> Welcome to Capital Armaments! Allow me to introduce myself. I am Reginald Fordham-Smythe, proprietor, and it would be my absolute pleasure to serve as your armourer.
<Obsequious> I’m *terribly* sorry, but I’m afraid I shall soon be concluding business for the evening. Erm, perhaps you could return tomorrow?
<Cheerful> Remember, Capital Armaments: "That's just Capital!"
