Papyrus is incredibly energetic and innocent, so his voice should portray that. For voice a voice reference, I recommend looking at He-Man's Skeletor. Every line should be said with lots of energy, and it is very important to nail this. He is constant;y trying to be brave and tough by signing up for the royal guard, but he always comes off as a silly kid trying to play pretend.
(Sounding upset) WHAT ARE YOU LOOKING AT!? THIS WAS ANOTHER DECISIVE VICTORY FOR PAPYRUS!!
(Say this line full of energy and sound very, very happy.) I'LL ALLOW IT!!!
(He should be trying to sound serious, like something off a romance movie, but he just comes off as silly.) Human. Allow me to tell you about some complex feelings. Feelings like...
