Sheepman tout is Just a simple guy trying to get his sheep fed. then some Dragon comes along and says he has the whole of the land all to himself. He's a slow speaker. a bit languid, but he gets right to the point. Sheepman tout has a bit of a slurr to his speech, but not enough as to make him indecipherable.
It seems a tad stereotypical to suggest a new zealand accent, but if you got a better idea on what to do, go for it.

As a Shepard who's only concern is his sheep, around all these ridiculous wizards & dragons, I figured going for a New Zealand Scruffy The Janitor of sort was a good approach. Enjoy
