A halfling withe the power of the magic of friendship but has no friends, he has long blond down to his waist, and a small bushy beard, looks like a fantasy hippie

Sounds like in his mid to late 20's even thou he is older then that, sounds obsessed with making friends, sounds enthusiastic when talking about having friends,
