I want to give him a dopey 'jock' type of voice. As dumb a delivery as possible. 

  • He drives faster than the average steam engine and he's one the Super Race Racing Championship 9 years in a row. He's won just about every race he's ever entered!

  • He's raced against some of the raciest racers in the world and he's beaten them just like that.

  • No one knows what he looks like or where's he from.

Definitely funny! This take is close to the way Speed Racer is voiced in the English dub, which could work. I do want you to try and give him a more low-key, 'jock' voice. Also, I think you might be suitable to voice Nosy Reporter; you could give auditioning for that character as well.
