This is the voice heard during the video 'Weather Warning', but is also heard in 'Contingency'. Originally starting off as a voice similar to that of a news reporter, the calmness of the voice slowly devolves from there in 'Weather Warning'. The voice can be either male or female.

The County Weather Service has issued a warning for a meteorological event. This warning is effective immediately and continues until sunrise tomorrow morning. Citizens are advised not to observe this event with the naked eye.
