Not a lot is known about Chara; they were once adopted by ASGORE and Toriel, but after sacrificing themselves in a plan to free the monsters, they'd been deceased for an unknown amount of time. The voice I'd prefer for them is just a younger one; again, neither accent nor gender matter. Try to speak with a measured tone; like you're thinking about every word before you say it. Speaking slowly also works.
