Kai Otabishi is the Ultimate Oceanographer. He's calm, cool, and collected, but has a hard time reading emotions.  This causes him to seem very creepy and unfazed by the idea of death. He talks in a cryptic manner, leaving no one able to trust him. He clearly knows more than he lets on. He's a bit of a wallflower, watching the actions of people around him and slowly figuring out what's going on inside their heads. Overall. he's quite similar to Nagito and Korekiyo as far as voice tones.
