Mr. Oba is neighbor of the dogs. He's very loud, exuberant and comes off with an aggressive manor, but means no actual harm. Mr. Oba finds humor in other people's misfortune and likes to play pranks. He's usually giving someone the business with his broken-English disses.

He also has a teenage daughter named Jessica. Mr. Oba tries to relate to his daughter and other by conforming to trends and new lingo, much to his daughter's dismay.  (NIGERIAN/GHANAIAN accent required!)
