Undyne should have a very fiery voice! I usually think of it as being slightly gravely, but only do it if it doesn't hurt your voice! I like think that very little of what she says is spoken normally and a lot consists of screaming or saying even the most mundane things with a great amount of passion, so with a character that is constantly yelling, I advise choosing a voice that will sound like Undyne but not hurt the person behind it if that makes any sense.

You might not want to eat that spaghetti, it's not poisoned or anything. But it was made by Papyrus so it's probably lethal! Give it to me instead! It'll train my digestive system for the most harsh conditions!
