Leon was a Colonel of the UNSC that was arrested for war crimes during the battle of Reach he was accused of killing and torturing Spartans that did not follow his orders during the battle and was later trialed as a war criminal but was saved when King came into power. Now that King is in power he Leon now servers as Kings right hand man.
It would be wise to comply with O.N.I Major Williams. We wouldn't want this civil war getting out of hand now would we?
