The Narrator is an entity which will be invisible, but noticeable to everyone. He cracks jokes, brings up plotholes within the story, and is a pretty quirky guy in all.
His voice would be one similar to the Narrator in Danganronpa Parody, a relaxed but haughty tone to his voice.
(Introducing) "Welcome to Danganronpa V3, Abridged to Death! I'm your good old narrator, here to make sure everyone has a good old time!"
(Explaining) "Your name is Kaede Akamtasu, the Ultimate Pianist! Don't get comfortable with your protagonist status, because it won't last long!"
(Sarcastic) "Right, because nobody in their right minds would kill anyone else... right?!"
