An eccentric, unusual, conniving and probably mad fellow, he happened to be hanging out at the right place and time to give the player a quest to meet the Knights. Feel free to be as eccentric as you'd like, but I'm envisioning a Captain Jack Sparrow type (https://www.youtube.com/watch?v=mCDA-m-TQdU). Age, appearance and sex to be determined... the guy in the picture is just a random fellow at one of my settlements.
